According to the Public Relations and International Affairs of Chabahar Free Zone, in this ceremony, Amir Moghaddam pointed to the law on how to administer free zones and said: According to Article (1) of the Law on how to administer free zones, the legislator aims to establish and develop free zones to increase public income, accelerate in the implementation and completion of infrastructure projects, and has also explained the improvement of investment and economic growth rate of the region.
Moghaddam called the need to provide infrastructure to achieve these goals and emphasized: Currently, almost 30 years have passed since the establishment of Chabahar Free Zone, although good works have been done in the development of infrastructure; however, for any reason, the region's level of infrastructure is not acceptable for the people or the economic operators. The free zone is still vulnerable in terms of having development-oriented infrastructures in the fields of roads, transportation, railways and of course airports, which are considered the foundation of productive development and progress of the region and the province.
The director of Chabahar Free Zone Organization added: The problem of the undesirable phenomenon of marginalization in Chabahar is not appropriate for Islamic society, and it is necessary to quickly curb its growth in the form of an operational plan and then resolve it with the help of regional and national inter-departmental managers. In addition, the provision of water is one of the problems of Chabahar, which is ready to be solved in the current administration and with the support of the Secretary of the Supreme Council of Free and Special Economic Zones, so as to solve the problem of water shortage in villages and drinking water in the region by establishment of water desalination plants.
Addressing the advisor to the president and the secretary of the Supreme Council of Free and Special Economic Zones, he said: about 30 thousand billion Rials of construction and infrastructure projects with a physical progress of about 30%, along with numerous projects in the form of different investment contracts and partnership and joint venture models, have been defined by the organization.
Although the speed of these projects has been slowed down, but it is expected that by prioritizing these projects and allocating liquidity for projects with the priority of serving the public and capital owners, some infrastructural deficiencies will become less noticeable.
Moghaddam acknowledged: the provision of water transmission line and construction of Rimdan border market, provision of water supply network to the historical village of Tis and completion of Chabahar-Kanarak highway will be among the successful blessings of these projects. Estimates show that in order to create economic prosperity and attract economic activists, as well as the possibility of defining projects that are the source of development and prosperity at the regional level, it is necessary to define, redefine and implement infrastructure projects that are the source of sustainable income for the organization by taking advantage of the natural wealth of the region, the sea and the climate.
The director of the Chabahar Free Zone Organization continued: 20 hectares of land for the establishment of a 540-bed hospital, 3 hectares of land for a 165-bed hospital, and the provision of land for the construction of drug addict rehabilitation centers have been provided, thus it is necessary for the management of this region to demand and manage the process of building projects faster by increasing its management interactions. Improving the level and quality of International University of Chabahar (IUC), supporting the establishment of the University of Medical Sciences, Educators and Technical and Professional Sciences, along with supporting knowledge-based companies, will be on the agenda of the management of the Chabahar Free Zone Organization in order to facilitate possible problems within the limits of legal powers and capabilities.
He added: The country's free zones and Chabahar free zone have a set of progressive and good laws, such as the law on how to manage free zones and Article 65 of the law on permanent orders of the country's development programs, which will definitely be used to help the growth and development of the region. In addition, the quick and timely implementation of infrastructure projects will be the priority of the management field. In order to speed up the start of important projects such as the construction of the airport and the completion of the Chabahar - Zahedan railway, on the one hand, and on the other hand, to solve the problems created in the definition of tax and to revive the incentives of the free zone, there is a need for more support from the upstream management.
